SAINT JAMES SCHOOL POLICY HANDBOOK

These policies and regulations for Saint James School are intended to reflect the Catholic philosophy of education and to be true to its spirit.May they help us create Catholic educational communities in which learning integrated with faith flourishes and the Gospel spirit of freedom and charity prevails.For every student, it is a privilege to attend Saint James School.

The first area governing the rights of a student in Catholic education normally derives from contractual arrangements between the school and parents and/or the rules of the school covering student conduct.A second area includes statues that are developed by state or federal legislatures requiring Catholic schools to conform to certain rules.For example, specific state health, safety and certification codes affect Catholic schools.

The purpose of this Handbook is to clearly state the area that comes under contractual arrangements between the school and parents and the rules of the school covering student conduct.

Mission Statement

The mission of Saint James School is to provide a strong foundation and a nurturing environment that enables students to reach their full academic potential and recognize learning as an ongoing process to personal enrichment, to integrate faith and Christian values with life, and to have a positive self-image and deep commitment to the well-being of family, Church and society.

Purposes and Objectives

Saint James School follows the overall purposes and objectives of Christian education, which is to teach doctrine, to build community, and to serve.Saint James School endeavors to participate in this educational mission of the Church and is committed to assisting parents in their responsibility to educate their children by enabling social, spiritual, intellectual, emotional, and physical growth and development.

General Admission Policy for Saint James School

Pre-Kindergarten to Grade Eight

The Saint James School Pre-Kindergarten begins the educational process of a child at Saint James School.Registration will be announced in January/February to the school community, the parish and the general public.Enrollment will be granted regardless of race, creed or color.

Acceptance and admission of new students to Saint James School for Pre-Kindergarten for any academic year will be based on the following priorities:

1. Siblings whose family members are already students at Saint James

2.Parishioners of Saint James Church

3.All other children according to space available basis

Acceptance and admission of new students to Saint James School for Kindergarten through Grade 8 for any academic year will be based on the following priorities:

1.Children who are attending Saint James Pre-Kindergarten

2.Siblings whose family members are already students at Saint James 

3.Parishioners of Saint James Church

4.All other children according to space available basis

5.Kindergarten- Screening / Grades 1-8 Placement Test

The final determination of admission policy will lie with the Pastor and Principal.

Tuition Payment Schedule

1.In July each family will receive the first bill for the school year.Families may pay tuition all at once on August 1st, or in two or three payments on August 1st, November 1st and February 1st, or through F.A.C.T.S. ten-month or twelve-month payment plan.

2.The registration fee and tuition are not refundable.

3.No 8th Grade student will be allowed to participate in graduation exercises unless tuition is paid.

Non-Payment of Tuition

When tuition is not paid, a family will receive a reminder from the Principal.If tuition still remains unpaid, certain financial information will be requested by the Principal and turned over to the Financial Review Board.The Principal will remove names and any other information that might identify the family whose tuition payment is past due from the materials before they are submitted to the Review Board.

The Financial Review Board consists of no less than three persons appointed by the Principal whose identities are confidential.Their function is to review the materials and any other pertinent information to assess the family's ability to pay and recommend an appropriate course of action to the Principal.

ALL TUITION AND RELATED FEES MUST BE PAID IN FULL PRIOR TO THE TRANSFER OF STUDENT RECORDS.In addition to tuition, this includes outstanding library books/materials and any related fees due to Saint James School.

Daily Schedule

All schools follow the Connecticut school attendance law as reflected by the school calendar of the Archdiocese of Hartford.Students must arrive at school in time for 7:55 AMevery day that school is in session.Students will be marked "late" if this time is not met and must first go to the office for a "late" slip.A staff member will escort Younger students to their classroom.If a student is late frequently, a conference will be held with parent(s) to access the concern.

Students ofKindergarten to Grade 8 should not be in the school yard prior to 7:30 AM.The school cannot provide supervision before that time.When students arrive prior tothe 7:55 bell, they are to walk to the area where they line up and stand and talk to their friends.There is no running or game playing before school.

Kindergarten AM students are dismissed at 10:45 AM.Students of all other classes traveling by bus are dismissed at 2:05 PM.If students travel by car, their rides should be here promptly at 2:10 PM.On all 4-hour days, students in Full Kindergarten to Grade 8 will be dismissed at 12:05 PM and 12:10 PM.The Kindergarten AM session will be dismissed at 10:05 AM on these half-days.

Parents must leave their child(ren) on the schoolyard to walk into the school with their class.Please refrain from bringing your child directly to the classroom.If parents wish to stay until the bell rings, please wait on the sidewalk beyond the chain or near the dumpster.Parents/Guardians must wait for the appropriate bell at the end of the school day for all children to be dismissed from the walker lines.If prior arrangements have been made for an early dismissal, the student must wait to be picked up in the office.No teacher will allow a student to be taken from a walker or bus line for safety reasons!

The Pre-Kindergarten schedule is as follows:

Four-year-olds:Mon.,Wed., and Fri.AM sessions- 8:15 AM to 10:45 AM

PM sessions- 11:15 AM to 1:45 PM

Three-year-olds:Tues. & Thurs.11:15 AM to 1:45 PM

Four & Five-year-olds:Mon.-Fri.8:15 AM to 10:45 AM

In case of snow, listen to radio stations WTIC and WDRC or watch television stations WFSB or WVIT for early dismissal and for school cancellations.It will be announced as Manchester Public and Parochial Schools. If a delayed opening is announced, continue to listen or watch in case a later announcement cancels school.It is the responsibility of the parent to make arrangements for this emergency.We regret we are unable to call parents.

Extended day care is also cancelled on early dismissal days.

In the event of a 90-minute delayed opening of school, the following schedules will be in effect:

AM Kindergarten session will attend school 9:30 AM to 12:00 Noon.

Full-Day Kindergarten session will attend school 9:30 AM to 2:05 PM

AM Pre-Kindergarten session will attend school 9:15 AM to 11:15 AM

PM Pre-Kindergarten sessions will attend school 11:45 AM to 1:45 PM

Parking Procedures

Parents who drive their children to school in the morning:

-As many parents as possible are asked to park in the St. James Church parking lot and walk their child(ren) up Park Street to the school. 

-If you need to drop your child(ren) off in front of the school, please do so in front of the playground or breezeway/gym area only.

-Long-term parking should only be done beyond the Pre-K building down to Chestnut Street on the school?s side of Park Street, and from the playground down to Chestnut Street on the opposite side of Park Street.

-Please do not block the crosswalk or any of the residences? driveways.

Parents who pick-up their children at dismissal time:

-As many parents as possible are asked to park in the St. James Church parking lot and wait there for your child.Staff members and Eighth Grade students will escort the students in lines to the parking lot in an orderly fashion.

-Other long-term parking is in the areas mentioned above.

-Adults should not stand and block the sidewalk area near the chain or in front of the school.

Please do not park your car:

-on Park Street between the ?No Parking? signs.

-in the Teachers? Parking Lot (in front of breezeway and gym).

-in the side lot on Church Street.

Academics

Curriculum should be understood to include every learning experience sponsored by the school.The subjects included in the curriculum meets the requirements of the Connecticut State law and Diocesan policy.The school follows the course of study and /or curriculum guides published by the Office of Catholic Schools.

The religious education program, in the context of Catholic faith and values, provides for proper integration of religious instruction, formation and experience.

On all levels, homework is an extension of classroom study and is an important phase of school curriculum.It generally involves completing written assignments, projects, book reports, studying what has been learned, and preparing for tests.The amount of time spent on homework ranges from 1/2 hour in the primary grades to 1 1/2 hours in intermediate grades and to 2 hours in middle school grades. If papers are sent home to be signed, parent's signature indicates that the parent has seen the papers, not necessarily approved of them.

Middle School Homework Policy(Grades 6-8):It is the student?s responsibility to complete all homework assignments, and to accurately list the assignments in an assignment notebook on a daily basis.If an assignment is not handed in on the date due, the student will be given the chance to hand it in for half-credit the following day.If the assignment is still not done, the student will receive a zero for the assignment.Zeroes and half-credits will result in the reduction of the student's final average for the quarter in that subject.A detention will be issued when a student has received a third zero for not completing homework assignments in a class.

Report Cards for grades 1 through 8 are distributed quarterly:November, January, April and June.The Kindergarten teacher will meet with each student?s parent(s) in November to give an oral evaluation of the child?s progress.Kindergarten report cards will be issued for the last three quarters.Pre-Kindergarten parents have conferences with teachers.

Interim progress reports are used to keep parents and students informed between marking periods.Extra evaluation notices requested by parents on a daily/weekly basis, in addition to regular progress reports and report cards, will be issued at the sole discretion of each teacher.

Grading System

The grading system for the Kindergarten consists of:

S- Satisfactory

IS - Improvement Shown

PS - Progressing Slowly

ED - Experiencing Difficulty 

The grading system for the Primary Grades consists of:

VG - Very Good

S- Satisfactory

N- Needs Improvement

The grading system for the Intermediate and Middle Grades consists of an average using letter grades:

Honor Roll Requirements(Grades 5-8)

High Honors: All ?A?s in academic subjects, with no ?U?s (Unsatisfactory), no #14 (Disruptive Behavior), and no #15 (Poor Conduct) indicated on the report card. 

General Honors:?A?s & ?B?s in academic subjects, with no ?U?s, no Disruptive Behavior, and no Poor Conduct comments indicated on the report card.

Promotion Grades 4 through 8:

---Any student in Grades 4 through 7 who received 3 final grades of?F? in major subjects (Religion, Reading, English, Science, Social Studies/History, and Mathematics) will not be promoted and will be retained in their present grade.

---If an 8th Grade student has a failing final average in three or more major subjects for the current school year, the school administration reserves the right to withhold a diploma, and the student not be allowed to graduate from St. James School.

---Any student in Grades 4 through 8 who receives a final grade of?F? in one or two major subjects must attend and pass a summer school course offered by a qualified and approved school or tutor.A student who passes the course(s) in summer will be promoted to the next grade.If a student does not complete and pass the course(s), his/her promotion will be re-evaluated by the school administration.

Make-up Work

If a family takes a vacation, which does not coincide with the school calendar, teachers do not have the responsibility of preparing classwork ahead of time for the absent student.The teacher will prepare work for regular absences after the second day of absence.Call the office for the student's work, and the work will be sent to the office to be picked up.

Standardized Tests

Standardized Tests are usually administered in March as follows:

Grade 3 - IOWA TESTS OF BASIC SKILLS (Core Battery including listening and word analysis)

Grades 4&6 - IOWA TESTS OF BASIC SKILLS (Complete Battery)

Grades 5&7 - IOWA TESTS OF BASIC SKILLS (Core Battery) and COGNITIVE ABILITIES TESTS. 

Testing results, evaluated from the comparison of the students' expectancy scores with performance scores, are an important part of prescribing instruction to meet individual differences.

Each student's results are sent home to be reviewed by his/her parents.

Health and Safety

School authorities will give special attention to the health and general well being of the students, in accordance with the laws of the State of Connecticut.

Physicals are required for all children entering Kindergarten and Grade 7, and a copy of the physical must be presented to the Nurse before the first day of school.All Documentation of Immunization and health records of new students must be in the Nurse's Office before the first day of school.

Medicine-Should it be necessary for your child to be given medicine during the school day, Connecticut State Law mandates the following:

1.The child's physician must fill out a form that is available in the school office.

2.A separate prescription bottle properly labeled, must be delivered to the school office by an adult.

3.The School Nurse will provide the medication according to the prescription.In her absence, the

principal or teacher, if trained, will assume this responsibility.

Under no circumstances is a child allowed to transport medication to or from school.This policy applies to prescription and over-the-counter medications.

A sports form with a physician?s signature stating a student can play any extracurricular sport including cheerleading must be given to the coachbefore the first practice.

In the event of sickness at school, parents shall be contacted before the child is released.A parent or designated representative must sign the child out in the Office.An emergency number must be recorded in the Office in case the parents are not available.

In the event of absence, parents are requested to do the following:

1.Call the School Office before 9:00 AM on each day of absence and report the reason for the absence.

If this is not done, the School Secretary will call to inquire.

2.When the student returns to school, send a note stating the date(s) of absence and reason.

3.In the event of an accident or operation, a written note must be submitted to the School Nurse in order to

have the student excused from Physical Education classes.

4.If a student is absent during a school day with illness, he/she is not allowed to attend any evening

activity on that day.

Regular attendance is essential for academic progress.School authorities will follow the mandates of Connecticut State law dealing with unexcused absences.A student will be referred to Juvenile Court if he/she has 4 unexcused days absent within a month or 10 unexcused days absent within the school year.Excessive absenteeism (excused or unexcused) may place promotion in jeopardy.The parent(s) of pupils with continuing poor attendance or tardiness will be requested to come in for a school conference which would involve teacher(s), social worker, administrators and Youth Service Department.Every effort will be made to provide support to the pupil and parent to ensure good school attendance.

Health Screenings

All children (K-8) will be screened for vision and hearing defects.Postural screening will be done on students in Grades 5 through 8.Parents will be notified of any screening failures and are encouraged to request screening and rescreening if they have concerns regarding their child?s vision, hearing or posture.

Security

Any person visiting the school while classes are in session must first report to the School Office to sign the Visitor Book and get a Visitor badge.This includes parents, volunteers, salespersons, workmen, or other visitors that arein the building during school hours.

UNDER NO CIRCUMSTANCES IS ANY VISITOR TO GO DIRECTLY TO A CLASSROOM!

Parents who are divorced need to provide the school with a notarized copy of the custody section of the divorce decree.This information will enable the school to determine when, if ever, a child can be released to a non-custodial parent.

Saint James abides by the provisions of the Buckley Amendment with respect to the rights of non-custodial parents.In the absence of a court order to the contrary, the school will provide the non-custodial parent with access to the academic records and to other school-related information regarding the child.If there is a court order specifying that there is to be no information given, it is the responsibility of the custodial parent to provide the school with an official copy of the court order.

Fire Drills

Fire Drills are practiced monthly.Students are informed of the evacuation procedures for the classroom they are in and these procedures are posted.While responsibility for a smooth evacuation lies with the staff, students are expected to respond to the alarm quietly and quickly.If you are in the building when an alarm is sounded, please proceed to the nearest exit.

No one should re-enter the building until the principal determines it appropriate.If it has been determined the building is unsafe for classes to return to the building, classes will be directed to other designated areas.The classroom teacher will remain with the class until all students are picked up or the building is declared safe.

Communication

Communication between school and home is important to the smooth running of an educational institution and to the cooperative partnership parents and educators have in the education of children.

All grade levels are required to have Parent-Teacher conferences at the close of the first marking period.At the end of the other marking periods, conferences are optional and can be requested by either parent or teacher.

Teachers are not free to talk with parents during class time.Parents are requested not to call teachers or other staff at their homes.If a parent wishes to contact a teacher, call the office and a message will be left with the teacher to call back.Classroom problems should first be discussed with the teacher. Only after this has been done should a parent request an appointment with the Principal.

Phone messages to the students from their parents during school time should be limited to emergencies.Students will not be allowed to call home for forgotten items.Items that are brought by parents during school hours should be left in the office.Classes are not to be interrupted.

Notes from Home

A student requiring early dismissal for an appointment, etc. must present prior written parental approval to the classroom/homeroom teacher to be signed.At the appropriate dismissal time, the student will go to the office carrying this note to be presented to the Secretary or Principal, and must be signed out by his/her parent.

Any student staying for extra activities right after school or going home in a manner differing from the usual routine must have a dated note from a parent explaining the activity and how the student is getting home.

If a student would like to give party invitations to certain class members, the invitations are to be mailed to those individuals.Invitations are not to be handed out in school. 

Only school personnel and the parents/guardians of the student will have access to the student's records.Release to non-school personnel will require written permission of the parents/guardians or a court subpoena.

Disciplinary Measures

Each student is responsible for his/her actions and is expected to control his/her behavior so that learning can take place.All students have a right to learn in a safe environment, an environment free from physical or verbal harassment.

All classrooms have expectations and consequences that students will follow.All discipline will first be handled by the respective classroom teacher(s) before the Principal is involved.

Detention

Detention is held after school hours for Grades K-8.Parents will be given notice the day before the detention is to be served.Causes for detention are, but not limited to:

-A continuous attitude of disrespect-Disruptive behavior

-Refusal to obey reasonable school rules-Foul language/ obscene gestures

-Cheating-Failure to do homework

-Receiving 3 zeroes for no homework-Gum chewing

-Repeatedly out of uniform-Forgery

-Spitting

Note:When a student has received three (3) detentions (for any reason), the next infraction will result in one (1) day of?in school? suspension.

Suspension

Continual, willful disobedience or open and persistent defiance of proper authority and/or conduct which is harmful to the welfare, safety or morals of the student body or to the atmosphere compatible with the goals of the school will be cause for suspension or expulsion.Some examples of this kind of conduct are, but not limited to:

--Fighting--Truancy or leaving school grounds without permission

--Extortion--Sexual harassment

--Theft

--Possession or use of drugs/ alcohol/ tobacco products

--Possession of?facsimile drugs? i.e. materials which look like controlled substances and are presented as such by the student

--Insubordination to any staff member 

--Being involved in any pornographically related incidents

--Possession of a potentially harmful weapon or object that can be construed as one (i.e. explosives, knives, blades, laser pointers, and firearms)

--Physical threatening, harassment and/or abuse of student or staff

--The willful defacing/destruction of school or another person?s property

The Principal suspends a student after consultation with the parents/guardians.

Suspension means that a student is excluded from classes for a given period of time.It may be "in school" or "out of school" suspension.During this period, the student is expected to be "in school" under supervision of school personnel or at home under the supervision of parents.Suspension automatically excludes a student from any and all extracurricular activities (i.e. sports, clubs, trips, dances, and special activities sponsored by the Home & School Association) for seven (7) school days starting the day suspension is being served.

The suspended student must get the missed class work by staying after school the day he/she returns to school.All make-up assignments must be completed and turned in to teachers the next school day.

Note:If, after the student has been suspended two (2) times,he/she commits an infraction to warrant an additional detention or suspension, the student will be expelled from St. James School.

Expulsion

Expulsion from school is invoked for the most serious infraction of school policy and shall be within the jurisdiction of the principal, in consultation with the pastor.Parents/guardians will be required to meet with all parties involved before the diocesan superintendent is informed of the decision.A student leaving under the terms of expulsion will not have his/her tuition payment refunded.

Search

It is the right and responsibility of the administration at any time to conduct a search of a student's desk, locker or personal belongings if there is reasonable cause for such a search.

General School Rules

Saint James School has developed standards of conduct that will foster the student's growth in virtue and Christian attitudes and will ensure an atmosphere in which growth can take place and mutual respect is shown.Therefore, the students will:

1.Respect and obey the authority of administrators, teachers and staff members.

2.Be honest and courteous to all members of the school community.

3.Do nothing that would in any way injure another.

4.Use only acceptable language and actions toward one another.

5.Respect school and personal property of individuals.

6.Remain on the school property until dismissed or given permission to leave.

7.No chewing of gum in the building and on the school grounds and only eat food at

designated times and places.

8.No white out is to be brought to school.

9.Be in the school building or after school only if supervised by an adult/staff member.

10.Adhere to the school uniform policies.

11.Deliver all school communications to parent(s).

12.Walk quietly and orderly in the building at all times.

13.Parents and students should cross the street at crosswalks only when coming and leaving school

grounds.

Bus Transportation Rules

Riding the bus to school is a privilege and cooperative behavior on the bus is essential to ensure the safety of students. The school makes every effort to be in communication with the bus company manager and to convey its regulations to the students.They are as follows:

1.Respect and obey the bus driver.

2.Find the next available seat without pushing.

3.Travel only on the bus assigned by the Bus Company and get off at the assigned bus stop.

Studentswill not be allowed to ride a different bus than assigned!Only assigned bus students can ride the bus!

4.PARENTS ARE NOT ALLOWED TO GET THEIR CHILD(REN) FROM THE BUS

LINES AT DISMISSAL FOR SAFETY REASONS.NO EXCEPTIONS WILL BE 

ALLOWED.

5.Remain in the seat, facing forward, the entire time on the bus, and keep feet out of the aisles.

5.Keep the entire body inside the bus.

6.No calling out the window or shouting to other children on the bus.

7.Keep all personal belongings inside their backpacks.Musical instruments and backpacks should

be kept on their laps or stored under the seats.

8.No food may be eaten on the van or bus.

9.Tell the bus driver or the teacher if there is a problem on the bus.

10.If these regulations are violated repeatedly, the Bus Company reserves the right to suspendstudents from riding the bus.This notification will be conveyed through the Principal.

11.Connecticut laws state that parents should not pass buses while flashing light and stop sign is

on.

Bus Discipline Policy

1.Bus Company notifies school of violation.

2.Student and parent are notified.

3.Repeated offense -- suspension for three (3) school days from the bus.

4.If repeated again -- transportation will be denied for one (1) month from the bus.

A record of offenses and disposition of cases is kept in the school office by the Principal.

Lunch/Recess Guidelines

In the Cafeteria:

Students should use restaurant manners (proper seating positions, low voices, polite table manners, clearing off tables, raising a hand to signal for help from a teacher or lunch mother).Students remain seated unless requested to do otherwise.Tables will be called in an orderly manner for students to buy their lunches.

If a student forgets lunch or money, he /she tell the teacher on duty and be escorted by an adult back to their room.If a student forgot to bring their lunch to school, he/she will be allowed to charge a lunch for the day.

Line-up Procedures:

After eating, students should stand quietly when requested and walk quietly to the stairwells.A teacher will meet the students at the head of the stairwell, waiting until all the children are lined up quietly.

All tables and floor should be left clean and clear.

Outside:

Walk to the play area.Place lunchboxes etc. near the doorway leading to the classrooms-out ofharm's way.

Second through Fifth Grades should plan to bring one ball per grade.All organized ball games should be at the far end of the playground (not near the road).

For all students, no wild running is allowed.There is a "Hands-Off" policy always.

Students who choose not to play in a structured game should sit/stand and talk, or bring a book, sketchpad, jump rope (no skip-its) or board game and locate themselves out of the active game areas.

Electronic games or trading cards are not allowed in school or on the playground.If a staff member finds any of these items, the item will be taken and returned to the student at the end of the year.

All students should stay on the pavement and not in the convent yard.No child should leave the pavement area for any reason (even to get a ball).Ifa ball goes into the Pre-School yard, a student should ask the teacher on duty to get it.

All students should stay away from cars, fences, puddles and icy areas.No handling of snow or ice is allowed.No student is allowed to go inside without the permission of the teacher on duty.

When inside recess is necessary, quiet classroom games and activities may be played or stories read.
